Allegheny County Council members ultimately said they did not want their hands tied by a two-year ban on drilling in county parks.
Thirteen council members voted against the proposed ban at a meeting Tuesday night. Only Bill Robinson, D-Hill District, voted for it. Barbara Danko, D-Regent Square, who proposed a similar ban in 2013, was absent.
The ordinance would have banned drilling in eight of the nine county parks. Council approved drilling under Deer Lakes Park in May.
